CAUTION: This market survey is in response to Industry Day extending response time to gather additional information from industry which will help to identify potential sources that may possess the expertise, capabilities, and experience to perform mechanical; electrical; instrumentation, data systems, and controls (ID&C); and/or design/build projects for military ground testing facilities. These projects include infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation (RDT&E) mission at Arnold Engineering Development Complex (AEDC), Arnold AFB TN. Performance will be primarily required at Arnold AFB, TN as well as at the following Geographically Separated Units (GSUs): National Full Scale Aerodynamics Complex (NFAC), Mountain View, CA (NASA Ames); Tunnel 9, White Oak, MD; McKinley Climatic Laboratory, located at Eglin AFB, FL and the 704th Test Group at Holloman AFB, NM; to include the 704th's GSUs, OL-AA located at Kirtland AFB, NM, and OL-AC located at Wright Patterson AFB, OH and the 586th Flight Test Squadron at White Sands Missile Range, NM. AEDC intends to use the information gathered from this effort to begin to assess capabilities and interests in all aspects of the work to be performed, in order to begin formulating an acquisition strategy for the FARM II effort(s). Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. The Government does not intend to award any contracts on the basis of this survey. The Government plans to issue a best value solicitation(s) that will result in a multiple award Indefinite-Delivery/Indefinite-Quantity (IDIQ) task order contract(s). The Government reserves the right to award approximately four task order contracts should it be deemed to be in the best interest to do so. The contract period of performance is anticipated to be five years from date of award. The estimated maximum dollar value, including the base period and all option periods, is $200,000,000 to $250,000,000. Task orders will typically range between $200,000 and $15,000,000. Task orders may require design/build, two-phase design/build, and/or construction services. The Government makes no representation as to the number of task orders or actual amount of work to be ordered; however, during the term of the contract, a minimum is guaranteed to be ordered from each awardee under the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. Contract awards are targeted for January 2022.

Request for Whitepapers: AEDC Velocity Alliance - A Multi-Billion Dollar OTA Consortium Opportunity
Solicitation # FA9101-26-9-Velocity_Alliance
The AEDC Velocity Alliance is a strategic consortium-based initiative established by the Department of the Air Force, through the Air Force Test Center and Arnold Engineering Development Complex, to accelerate the modernization, restoration, and sustainment of critical national test infrastructure. Operating under the authority of 10 U.S.C. 4022, this multi-billion dollar portfolio utilizes Other Transaction Agreements (OTAs) rather than standard FAR-based contracts to provide an agile contracting vehicle for next-generation defense systems. The program encompasses 15 technical categories, including general and industrial construction, high-pressure process systems, high-voltage electrical infrastructure, and advanced mechanical or instrumentation engineering services. A near-term pipeline for Fiscal Years 2026 and 2027 is estimated at approximately 550 million dollars across 135 planned projects. To join the Alliance, qualified vendors must undergo a phased onboarding process involving the submission of a whitepaper, government evaluation, and a mandatory site visit or virtual industry day. A critical requirement for membership is the demonstration of partnership capability; applicants must identify a partner that qualifies as a Non-Traditional Defense Contractor, Small Business, or Nonprofit Research Institution to satisfy statutory conditions. Additionally, prime members must prove cybersecurity compliance through a validated CMMC Level 2 certification or a current NIST SP 800-171 assessment in SPRS. Once established, all project opportunities will be competed exclusively among Alliance members, with the majority of awards anticipated to be based on Best Value considerations.

This multi-year initiative aims to modernize facility documentation by creating high-fidelity, engineering-grade 3D digital twins of critical infrastructure. The initial phase, scheduled for Fiscal Year 2027, focuses on the Von Karman Gas Dynamics Facility (VKF), with plans to eventually scale the methodology across more than 2.5 million square feet of facility footprint. Technical requirements specify a minimum Level of Detail (LOD) of 350/400 and a dimensional accuracy of +/- 1/4 inch, utilizing Autodesk Revit for architectural and structural models and Autodesk Plant 3D for intelligent process models. As an Other Transaction Agreement, this effort is not subject to the Federal Acquisition Regulation, though it requires compliance with 31 U.S.C. section 1352 and DPAS regulations. All work must be performed within the continental United States, and performers must adhere to strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-standards, as all project data is handled as Controlled Unclassified Information. Submissions are evaluated based on technical merit, program management, scalability, and cost realism. The pricing structure consists of a firm-fixed-price base phase with milestone-based payments and separate priced or rough order of magnitude option phases.
