Army Contracting Command, Redstone Arsenal (ACC-RSA) is issuing this Request for Information (RFI) pursuant to Revolutionary Federal Acquisition Regulation (FAR) Overhaul 15.101(c) solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue one in the future. Solicitations are not available at this time. Any requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Responses will be treated as information only and not as a proposal. The information herein is subject to change and in no way binds the Government to pursue any course of action. Not responding to this notice does not preclude participation in any future RFP, if any is issued. The Government anticipates follow-on conversations may occur in the future.

ACC-RSA is conducting market research on behalf of US Army Transformation and Training Command (T2COM), Combat Capabilities Development Command Aviation and Missile Center (DEVCOM AvMC) to ascertain the capabilities of interested parties outfitting US Government buildings and/or facilities for Redstone Arsenal. The Government will consider responses to this notice to assess industry interest and capabilities to inform its overall procurement strategy.

A. The Government requires a contractor capable of delivering facility management, workspace planning and implementation, and relocations solutions for over 3,000,000 square feet throughout multiple buildings on Redstone Arsenal.

B. This will also include workspace planning, interior design, change management, physical installation, and relocation logistics with furniture purchases occurring as incidental materials needed to perform the requirement.

C. Some task orders may include the use of Computer Aided Drawings (CAD)-assisted design, space modeling, and may include breaking down, storing, transporting and reassembling specialized laboratory furniture and equipment.

All responses to this RFI must reference the current RFI number W31P4Q-26-RFI-FACL. Acknowledgement of receipt will only be issued if a return receipt is requested with submission. Please do not submit any classified information and clearly mark any proprietary data/information. All information submitted shall be adequately safeguarded from unauthorized disclosure. The Government reserves the right to request further clarification or request additional information to enhance the Government’s understanding of the respondents’ submittal. Information submitted in response to this RFI will not be returned.

Interested parties are requested to respond to this RFI with their capability statements that include responses to the following items.

1. Capability statements should have at least the following:

a. Full Company Name

b. Business Size (Large or Small)

c. Small Business Certified Status, if applicable by the Small Business Administration.

d. Point of Contacts:  Names, Positions, Office and/or Mobile Telephone numbers, and e-mail addresses.

e. CAGE Code.

f. Unique Entity Identifier (UEI).

g. Whether you have an existing Government contract, Blanket Purchase Agreement, or a Multiple Award Schedule for these types of services and products. Provide associated contract, MAS and BPA numbers, if applicable.

2. Describe your experience as a prime or a sub, specifying which, with disassembling, relocating, and reassembling office and workstation furniture.

3. State whether your firm is an authorized, premier, or certified dealer for major commercial office furniture manufacturers with any or all the following: Steelcase, Haworth, MillerKnoll, and Indiana Furniture.

4. Provide the types of experience and certifications your organization possesses. If embedded in the capability statement submission, please restate in the response to this question.

5. Describe your in-house design capabilities. Indicate if you employ NCIDQ-certified designers or licensed space planners.

6. Describe any current supply chain risks and your strategies for mitigating delivery delays.

7. Describe your experience with the transfer of full commercial warranties (e.g., 10-year/lifetime) directly from the manufacturer to the Government, including managing factory recall or defect punch-lists. Include experience with managing multiple commercial warranties with different entities.

8. Indicate if your firm has an active facility clearance and the associated CAGE code.

9. Indicate whether any employees possess individual security clearances, status and current levels.

10. Describe any experience you have managing subcontractors.

11. Describe your approach if subcontracting work to, or teaming with another entity.

12. If you are primarily in the business of reselling and installing office furniture, describe how you would team or subcontract with another entity to manage aspects of the requirement with which you have no experience or expertise.

13. Which, if any, of the requirements in paragraphs A, B, or C would you need to subcontract?

a. Indicate the approximate percentage (rounded to the nearest 10%) of labor your firm would perform without any subcontractors or teaming arrangements.

b. Identify how you would address any challenges with teaming or subcontracting the requirement.

14. If this is a small business set-aside and you are responding as a Small Business under a Service NAICS, explain your methodology to satisfy 13 CFR § 125.6, requiring the prime contractor to self-perform at least 50% of direct personnel labor costs. Indicate if there are any challenges associated with performing at least 50% of the work.

15. Do you have a physical presence at or near Redstone Arsenal, AL?

a. Detail if any extended commutes are applicable.

b. What impact is there on the Government if a 24-hour suspense is desired?

c. Include if there are any challenges associated with short suspense.

16. Indicate if you have any interest in attending an in-person meeting with the Government to further discuss our strategy, provide additional input, or ask additional questions.
