FACILITIES MANAGEMENT ON-CALL GENERAL CONTRACTOR SERVICES

Pierce County is seeking a qualified general contractor for on-call facility management services to perform modification projects, repairs, and construction across court facilities, general office buildings, and correctional facilities, including jails. The scope of work encompasses a wide range of general construction services, including carpentry, millwork, framing, drywall, masonry, demolition, excavation, and the installation of doors, windows, and hardware. The successful contractor must be licensed in the State of Washington and adhere to recognized safety standards and manufacturer specifications. Deliverables include the full execution of work orders, from mobilization to the submission of close-out documentation such as warranties and record drawings. The contract is a unit price bid with an initial one-year term and an option to renew for an additional year, not to exceed a total of two years. Award is based on the lowest responsive bid, with the County evaluating bidder responsibility through work performance, technical competence, and capacity. Contractors must comply with RCW 39.12 prevailing wage laws, and payments are contingent upon the filing and approval of intents with Labor and Industries. Invoicing is conducted monthly per work order based on actual costs. Security requirements are stringent, requiring background checks for staff accessing secure areas and strict adherence to tool control and security clearances. Bidders must provide a 5% bid bond, and the winning contractor must provide a 100% payment and performance bond.
