Newport News Seafood Market

The City of Newport News is soliciting bids for the construction and commissioning of a new seafood market located at 917 Jefferson Ave, at the north end of the Seafood Industrial Park. This project is part of the Marshall-Ridley Choice Neighborhood Initiative aimed at supporting the local seafood industry and enhancing community access to fresh seafood in the Southeast Community. The contract is a lump sum payment agreement that includes specific allowances for unsatisfactory soil excavation, trench excavation, building signage, and interior wall graphics. Work must be performed in accordance with the HRPDC Regional Construction Standards, VDOT specifications, and the 2021 Virginia Construction Code. Bids are due by October 29, 2026, at 2:00 pm via the City's e-Procurement portal, with the award granted to the lowest responsive and responsible bidder based on the total bid price. The selected contractor must provide all labor, materials, and equipment, and is required to furnish performance and payment bonds from a surety licensed in Virginia. Compliance with the Davis-Bacon Act for prevailing wages, the Buy America Act, and various federal and state non-discrimination laws is mandatory. Administrative requirements include the use of the Projectmates system for electronic invoicing and the submission of AIA documents for progress and final payments. The project schedule must account for at least 15 days for commissioning and no more than 30 days for punch list completion.
