Facility Planning Services A-E IDIQ Small Business Set-Aside

This contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement for Facility Planning services supporting multiple government installations primarily within the NAVFAC Southwest Area of Responsibility (AOR), which includes California, Arizona, Nevada, Colorado, New Mexico, and Utah, with potential availability to the NAVFAC Pacific and Atlantic AORs. Most of the work is expected to occur in Southern California. The procurement is a total small business set-aside under NAICS code 541310 (Architectural Services), with a contract ceiling of $30 million over a base period of two years plus three one-year option periods. Task orders will be firm-fixed price and can range from $10,000 to $2 million without a yearly dollar limit, allowing multiple simultaneous awards. The contract follows the selection of architects and engineers procedures under 40 USC Chapter 11 and FAR Part 36, focusing on firms with proven qualifications and competence. Subcontracting is limited to no more than 50 percent to entities not similarly situated, ensuring meaningful small business participation. The scope of services encompasses a range of primary and secondary architectural and engineering planning tasks. Primary services include preparation of Military Construction documents, demolition, and special projects planning, involving detailed planning studies, cost estimates, site plans, economic analyses, and various evaluations. Support may span disciplines such as architectural, civil, seismic, mechanical, electrical, telecommunications, fire protection, and renewable energy studies, among others. Secondary services include shore infrastructure master planning, encompassing regional and installation-wide development planning consistent with sustainability and resilience principles, and geospatial services involving GIS data acquisition, mapping, and GPS surveying. The anticipated contract start date is April 2027, with NAVFAC Southwest leading the acquisition process and overseeing the award.
