This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


Solicitation number N0040626Q0463 is issued as a request for quotation (RFQ) for Connecting (CONN) Rod Tie Rod’s and CONN-Rod Bearing Shells replacements on Ship’s Service Diesel Generators (SSDGs) in Japan.


This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


The NAICS CODE is 336611 and the Small Business Size Standard is 1,300 employees.


The Government intends to award a firm fixed price (FFP) purchase order that meets the specifications outlined below. The proposed contract action is a sole source to Fairbanks Morse for commercial supplies for the Government. Requirement is sole sourced due to Fairbanks Morse’s proprietary information regarding the design, blueprints, technical manuals and parts necessary to conduct repairs on the SSDGs. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation that represents the best value to the Government. The Government will evaluate the offeror's price for reasonableness and past performance as part of the responsibility determination.


QUESTIONS: Offerors may submit their questions regarding clarification of solicitation requirements to Homer Shoup by email at homer.o.shoup.civ@us.navy.mil no later than 2 days prior to the closing of the solicitation. Any questions received after this deadline may not be answered.


Shipping term shall be FOB Destination; therefore, quote must include any shipping cost.  


System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/.


To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. An award will be made based on Best Value. Each quote must clearly indicate the capability of the vendor to meet all specifications and/or requirements in the SOW. Vendors shall provide a detailed (unpriced) capabilities statement for review and acceptance by the Technical POC. Responses to this solicitation are due by 11:00am on 8/25/26. Quotes shall be valid for sixty (60) days (at minimum).


Quote packages must contain the following information and comply with the requirements at 52.212-1 or they may not be considered:
