Fairview Park Master Plan

The Fairview Park Master Plan project, identified by solicitation number RMP-2025-0016-R5, is a restoration and enhancement initiative located at 2525 Placentia Avenue in Costa Mesa, California. Managed by the City of Costa Mesa as the lead agency and the California Department of Fish and Wildlife as the responsible agency, the project is designated as a Qualifying Restoration Project. The primary scope involves the restoration of 15.35 acres of coastal sage scrub and native flower habitat to benefit the coastal California gnatcatcher, Crotch's bumble bee, and the Western burrowing owl. Work activities include the installation of temporary fencing and signage, removal of invasive vegetation via hand-pulling, mechanical means, and herbicides, and subsequent revegetation with native plants. Beyond habitat restoration, the broader master plan for the 208-acre park includes the development of trails, picnic areas, new parking west of Placentia Avenue, and the expansion of a model train station and museum area. Key deliverables include biological surveys for candidate species, the implementation of avoidance and minimization measures to ensure a long-term net uplift for protected wildlife, and an annual biological resources training program for employees. The project has been found to have no significant environmental effect under the California Environmental Quality Act, with the California Department of Fish and Wildlife approving the project in December 2025.
