The contract involves providing fall protection equipment designed to be mounted on refueling vehicles used by the Wisconsin Air National Guard, specifically targeting the R-11 refueler (six units) and the C300 refueler (one unit). The primary goal is to ensure employee safety during walking or working atop these vehicles. The solicitation emphasizes the need for equipment that meets specific characteristics outlined in an attached document, with particular attention to safety harnesses. For line item 2001, which pertains to safety harnesses, vendors are encouraged to include various options such as different types of harnesses or belts, recognizing that different systems may recommend or require different configurations. The inclusion of alternative items, like belts instead of harnesses, is also encouraged to provide flexible solutions. This procurement is a total small business set-aside under NAICS code 336390, managed by the Department of the Army’s Wisconsin office in Madison. The solicitation was posted on August 11, 2025, with responses due by September 2, 2025. The contract aims to acquire specialized safety equipment to enhance worker safety on refueling trucks, with a focus on compliance with specified safety standards and options. The contact person for inquiries is Scott Homner, reachable via email or phone. Additional documentation includes questions and answers related to storage requirements for AFFF (Aqueous Film Forming Foam) within a specified geographical radius, although this is separate from the main contract scope.

The Wisconsin Air National Guard requires fall protection which mounts on refueling vehicles to ensure employee safety while walking or working on top of the following refueling trucks: 1. R-11 Refueler, 6 EACH 2. C300 Refueler, 1 EACH Please see attachment for more information, including required characteristics. Update1: For line item 2001, Safety Harness, different systems may recommend or require different types of harnesses or belts, or no harness at all, so quotes should include the appropriate type as well as any additional options. Any alternative line items, such as a belt in place of a harness, are encouraged to be included with a quote if multiple items are usable. Update 2: 1. The intent of this solicitation is not for the Government to help design a safety system. The contractor will supply the parts, from either an existing system or a contractor-designed system, and the Government will install the system onto each refueling vehicle. 2. The items will be permanently installed onto each individual vehicle, allowing the safety system to travel with each vehicle, so that it may be used at any location. Neither a stationary system bolted to the ground, nor any system which cannot move with the vehicle, can be utilized. 3. The Government owns the trucks, but does not produce them, so detailed specifications, drawings, or schematics cannot be provided. If a vendor requires measurements of the vehicles, a site visit may be offered provided that the vendor requests it no later than 20 August 2025 at 3:00 pm CDT. If a site visit is offered, the date/time will be posted to this notice. The due date for quotes will not be extended solely as a result of a site visit. Update 3: A site visit is offered on 26 August 2025 at 09:00 am CDT. Those interested in attending must complete and return the SFS Form 12 no later than 24 hours prior to the site visit to be preapproved for base entry. Each attendee must possess a REAL ID for base entry. Update 4: Questions and Answers document is posted, and the quote due date is extended by two days. No further questions will be accepted or answered.

Indoor Firing Range Cleaning
Solicitation # W50S9F27Q0001
The 115th Fighter Wing in Madison, Wisconsin, is conducting market research via a Sources Sought notice to identify capable vendors for indoor firing range cleaning services at Truax Field. The primary objective is to assess industry capabilities, identify commercial practices, and refine the Performance Work Statement (PWS) before formal solicitation. A critical detail for respondents is that the range does not currently use, and has no history of using, lead ammunition, which may influence recommended cleaning methods and safety protocols. The anticipated contract structure includes a one-year base period with four optional one-year extensions, with services performed Monday through Thursday from 0730 to 1630. The scope of work involves comprehensive HEPA vacuuming of the bullet trap room, firing range, vestibule, control booth, and storage areas, along with deep cleaning of floors using approved lead-cleaning agents. Maintenance requirements include the replacement of HEPA filters in exhaust banks and cartridge filters in the Dust Control Unit. Contractors must utilize industrial-quality, ETL Certified, and explosion-proof HEPA vacuum equipment. Compliance with OSHA 29 CFR 1910.1025 for safety training and DOT standards for hazardous waste packaging and labeling is mandatory. The government will evaluate responses based on company experience, business size under NAICS code 811310, and the ability to provide detailed feedback on the PWS, including any necessary revisions to account for the non-lead ammunition environment.
