The 115th Fighter Wing in Madison, Wisconsin, is conducting market research via a Sources Sought notice to identify capable vendors for indoor firing range cleaning services at Truax Field. The primary objective is to assess industry capabilities, identify commercial practices, and refine the Performance Work Statement (PWS) before formal solicitation. A critical detail for respondents is that the range does not currently use, and has no history of using, lead ammunition, which may influence recommended cleaning methods and safety protocols. The anticipated contract structure includes a one-year base period with four optional one-year extensions, with services performed Monday through Thursday from 0730 to 1630. The scope of work involves comprehensive HEPA vacuuming of the bullet trap room, firing range, vestibule, control booth, and storage areas, along with deep cleaning of floors using approved lead-cleaning agents. Maintenance requirements include the replacement of HEPA filters in exhaust banks and cartridge filters in the Dust Control Unit. Contractors must utilize industrial-quality, ETL Certified, and explosion-proof HEPA vacuum equipment. Compliance with OSHA 29 CFR 1910.1025 for safety training and DOT standards for hazardous waste packaging and labeling is mandatory. The government will evaluate responses based on company experience, business size under NAICS code 811310, and the ability to provide detailed feedback on the PWS, including any necessary revisions to account for the non-lead ammunition environment.

The 115th Fighter Wing in Madison WI is conducting market research to identify sources capable of providing indoor firing range cleaning in accordance with the attached Performance Work Statement (PWS).

The Government intends to use information received in response to this Sources Sought notice to:

  • assess industry capability and commercial availability;
  • identify customary commercial practices for indoor firing range cleaning;
  • identify potential issues, ambiguities, omissions, or recommended revisions to the PWS; and
  • evaluate the feasibility of a small-business or other socioeconomic set-aside acquisition strategy.

This notice is issued solely for market-research and planning purposes. It is not a solicitation, request for proposal, request for quotation, invitation for bid, or commitment by the Government to award a contract. The Government will not reimburse respondents for costs incurred in preparing or submitting a response.

Range Ammunition History: The range does not currently use, and has not used, lead ammunition. Respondents are requested to consider this condition when reviewing the PWS and providing recommended commercial practices, required safety measures, cleaning methods, waste-handling procedures, and proposed PWS revisions.

Responses should provide company information, which must include:

  • Business name.
  • Unique Entity Identifier (UEI).
  • Provide a brief description of experience and capability to perform services as described in the PWS. Include if these services can be self-performed or if they will be subcontracted.
  • The respondent’s business size under the recommended NAICS code and applicable size standard ($12.5M for 811310), along with any applicable socioeconomic designations

Respondents are requested to review the attached PWS and provide feedback on the following items. Responses may be used to refine the requirement and revise the PWS.

  • State whether the PWS can be performed as written. If not, identify the specific requirement at issue and provide a recommended revision or alternative approach.
  • Identify any requirement that is unclear, ambiguous, incomplete, impractical, unusually restrictive, inconsistent with customary commercial practice, or likely to create unnecessary cost, schedule, safety, or performance risk.
  • The range does not currently use, and has not historically used, lead ammunition. Based on this condition, identify any PWS requirements that should be revised, removed, added, or tailored. Explain the basis for each recommendation.
  • Identify any cleaning, inspection, preventive-maintenance, testing, documentation, reporting, consumable, or support service that is normally included in a commercial turnkey indoor firing range cleaning and maintenance service but is not addressed in the PWS.
  • Identify any additional information that would be needed to accurately price and perform the requirement,
  • Identify qualifications, licenses, certifications, OEM authorizations, or specialized personnel required for the work.
  • Any other recommendations or concerns.

The Government is considering conducting a pre-solicitation site visit for interested vendors. The purpose of a site visit would be to allow potential offerors to observe facility conditions and obtain information relevant to the anticipated requirement. Interested firms should indicate whether they would participate in a pre-solicitation site visit.
