FDA PM for Orbitrap Exploris system

This contract is for preventive maintenance and repair services for a Thermo Scientific Orbitrap Exploris mass spectrometer system at the FDA’s National Center for Toxicological Research in Jefferson, Arkansas. The work is to be performed under a Firm-Fixed-Price contract with a base period from August 28, 2026, through August 27, 2027, and includes two one-year option periods extending through August 27, 2029. Services must be delivered by OEM-trained and certified technicians, who are required to provide detailed field service reports after each visit, documenting all work performed, parts replaced, and labor hours. All maintenance activities must align with original equipment manufacturer specifications and ensure continuous operation of the instrument. The contract is evaluated on a Lowest Price Technically Acceptable basis, where technical acceptability—determined on a pass/fail basis—is the primary filter before price is considered. Offers must meet minimum technical requirements, including compliance with Section 508 accessibility standards for all information and communication technology, requiring submission of either an HHS Accessibility Conformance Checklist or an Accessibility Conformance Report based on the Voluntary Product Accessibility Template. Failure to meet accessibility standards will result in contractor-funded corrections. All invoices must be submitted electronically via the Department of Treasury’s Invoice Processing Platform, and payment terms require acceptance at the destination before processing within Net 30 days. Proposals are due by 2:00 PM CDT on July 7, 2026, and must be emailed directly to the contracting officer; submissions through SAM.gov or other portals are not accepted. Offerors must provide a UEI from SAM.gov, be registered and active, and certify compliance with multiple federal contracting clauses including prohibitions on trafficking, whistleblower protections, and Buy American Act requirements. No set-aside provisions apply, making this a full and open competition. The contract includes provisions for accelerated payments to small business subcontractors, electronic funds transfer for payments, and specific security and compliance representations.
