FDA Preventive maintenance-repair service for Thermo Altis-Vanquish tandem system

This contract requires preventive maintenance and repair services for a Thermo Altis MS-Vanquish HPLC tandem instrument system, including a Thermo Altis mass spectrometer (S/N: TSQ-A-10466) and a Thermo Vanquish UPLC system with a VF-P10-A binary pump (S/N: 83111990), VF-A10-A split sampler (S/N: 8313204), and VH-C10-A column compartment H (S/N: 6503680). The scope spans a base period from July 15, 2026, to July 14, 2027, with four optional one-year periods extending through July 14, 2031, though the total contract duration including all options cannot exceed three years as stipulated by FAR 52.217-9. Services must be performed exclusively by Thermo Scientific-trained and qualified field service engineers at the FDA CBER facility in Silver Spring, Maryland, with one annual preventive maintenance visit covering system checks, labor, travel, and parts, plus unlimited on-demand repair visits. Technical support includes software and firmware updates as required by the OEM and unlimited access to the Unity Lab Services Online Knowledge Base. All service visits must result in detailed field service reports that document equipment IDs, work performed, labor hours, and replaced parts, and no maintenance or repairs may occur during federal holidays or closures. The contract is awarded on a firm-fixed-price basis using a lowest price technically acceptable (LPTA) evaluation method, where technical acceptability is a mandatory pass/fail gate before price becomes the deciding factor. Proposals must demonstrate compliance with all technical requirements, including evidence of prior experience with this OEM equipment if the offeror is not the manufacturer, and must include an established supply chain for parts, manuals, and updates. The offeror must be registered and active in SAM.gov with a valid Unique Entity Identifier and must comply with all FAR representations and certifications, including a mandatory exemption certification from the Service Contract Act under FAR 52.222-48, which requires attestation that the equipment is used regularly for non-government purposes and sold in substantial quantities to the public at catalog or market prices.
