FDI Matchmaking Services for the Canada Investment Roadshow to India, February 8-12, 2027

Global Affairs Canada is seeking a professional Foreign Direct Investment lead generation and matchmaking service provider to support the Canada Investment Roadshow to India from February 8 to 12, 2027. The selected contractor will be responsible for identifying, qualifying, and recruiting high-potential India-headquartered companies interested in expanding into Canada, specifically within the priority sectors of Information and Communication Technologies, Life Sciences and Pharma, Aerospace and Defense, and Clean Technologies. The scope of work includes organizing business-to-business matchmaking meetings in New Delhi, Bengaluru, and Mumbai, conducting introductory calls with Canadian Economic Development Organizations, and providing on-site physical support at each venue. Up to three contracts may be awarded under this firm-price solicitation, with a performance period extending from the date of award until March 10, 2027. The award process is based on a weighted evaluation of 70 percent for technical criteria and 30 percent for price. To be responsive, bidders must meet mandatory requirements, including providing at least three references for similar projects and a project team with at least two members experienced in FDI attraction. Technical offers are rated on a scale of 80 points, with a minimum threshold of 42 points required for consideration. The contract allows for subcontracting up to 40 percent of the contract price and stipulates a payment term of 30 days following the receipt of undisputed invoices via wire transfer or direct deposit. All work must be conducted in English, and the contractor is bound by strict confidentiality obligations regarding all information provided by the Government of Canada.
