AI Contract Overview
This contract solicits quotations for a feasibility study focused on Contractor-owned Payload Processing Facilities (PPFs) capable of supporting nuclear missions for NASA. Importantly, the contract specifically clarifies that it does not authorize or seek design, construction, or acquisition of any Government-owned PPF. Instead, NASA aims to assess existing or planned facilities by January 1, 2028, that are capable of supporting nuclear material processing and transportation in coordination with Kennedy Space Center (KSC) and Cape Canaveral Space Force Station (CCSFS). Offerors must demonstrate their technical approach, provide proof of location for the facility, and furnish lease agreements or proof of ownership. The evaluation will consider both technical feasibility and pricing, including costs for the nuclear study and a Technical Assistance Agreement with an international partner based on ESA/Airbus collaboration. The contract is issued as a Request for Quotations under solicitation number 80KSC026Q0004, with responses due by May 15, 2026. The solicitation follows streamlined commercial acquisition procedures per FAR Subpart 12.6 and includes several clauses effective through FAC 2026-01. The contract falls under NAICS code 541990 with a size standard of $19.5 million. The Government emphasizes that participation does not guarantee NASA will use any proposed facility or award a contract beyond the study itself. Questions regarding the solicitation must be submitted electronically by May 8, 2026, with no telephone inquiries accepted. The point of contact for this procurement is located at NASA Kennedy Space Center in Florida.
