The Federal Bureau of Investigation, through its Office of Chief Information Officer’s Innovation Ventures Office, has extended the Broad Agency Announcement DJF-23-1200-BAA-05172023 through May 16, 2027, to solicit innovative research and development proposals addressing critical enterprise technology needs across a broad spectrum of AI-driven capabilities. This BAA operates under a two-step process: offerors first submit unclassified white papers of no more than ten pages that describe their technical approach to one or more defined problem sets, including content extraction, all-source data management, workflow automation, actionable analysis, knowledge management, open-source intelligence gathering, correspondence routing, and dynamic threat modeling. White papers must include a Rough Order of Magnitude cost estimate covering base and optional periods, broken down by direct labor, materials, subcontracting, indirect costs, and fee, and must be submitted via email with proper format and size constraints. Only respondents selected after initial review will be invited to submit formal technical and cost proposals. The announcement remains open for submissions until expiration, and the government reserves the right to revise problem sets, extend deadlines, or terminate the BAA early without obligation. All offerors must be registered in SAM with active, current information and provide required identifiers including DUNS number and CAGE code, as well as business size and socio-economic status. Proposals are evaluated equally on technical approach, capabilities and relevant experience—including personnel qualifications and facilities—and the realism of the cost estimate, with award decisions based on technical merit, alignment with agency priorities, and available funding. Security requirements are stringent, with most submissions expected to be unclassified, but classified proposals require prior FBI approval via BAA@FBI.GOV, and any project involving access to FBI systems necessitates personnel with Top Secret clearance and potentially the ability to obtain Special Compartmented Information access, which includes non-disclosure agreements and polygraph examinations. Organizational conflicts of interest must be disclosed and mitigated, and subcontracting or teaming arrangements, especially involving academia or government, must be explicitly noted.
