AI Contract Overview
The Federal Bureau of Investigation (FBI), through its Office of Chief Information Officer (OCIO) Innovation Ventures Office (IVO), has extended the Broad Agency Announcement (BAA) for Enterprise Problem Sets from May 16, 2026, to May 16, 2027. This extension allows continued solicitation of research and development proposals aimed at enhancing FBI enterprise technology capabilities. The initiative focuses on leveraging advances in artificial intelligence, data integration, cybersecurity, cloud management, and enterprise data fabric systems to improve operational effectiveness and secure information sharing across law enforcement and intelligence communities. Participation is open to academic institutions, science and technology firms, and other qualified entities with innovations that align with FBI mission objectives. Submissions are accepted as written white papers or pre-recorded oral presentations, emphasizing technical innovation, applicable experience, and cost estimates, with equal consideration given to these evaluation factors. Proposals must be submitted unclassified unless prior FBI approval is obtained, and contractor personnel working on awarded efforts will be required to obtain Top Secret clearances, with possible requirements for Sensitive Compartmented Information (SCI) access and polygraph examinations. The contracting approach permits various contract types under the Federal Acquisition Regulation (FAR), and award decisions will result from a trade-off process prioritizing technical merit, mission relevance, and funding availability. Offerors are mandated to be registered in the System for Award Management (SAM) and to comply with strict security and submission protocols. Communications and submissions must be directed to the designated FBI email, with clear instructions provided for format, content, and cost reporting. While the BAA encourages innovation in a broad range of technology domains, no guaranteed funding or specific contract values are promised, reinforcing the government’s prerogative to extend, modify, or close the BAA as necessary.
