Full Description

The Federal Emergency Management Agency, Region 1 anticipates soliciting for three Blanket Purchase Agreements (BPAs) for Emergency Fuel Distribution for FEMA Region I, throughout the New England States (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont). This procurement action is unrestricted. The NAICS code is 454310. This requirement is being procured in accordance with FAR Part 12 "Acquisition of Commercial Items" and FAR Part 15, "Contracting by Negotiation". The NAICS code for this project is 454310, Fuel Dealers. The Classification Code for this project is 91-Fuels, lubricants, oils and waxes. This work involves providing delivery of bulk fuel oil, MOGAS fuel (87 octane rating) and diesel fuels. Three firm fixed price BPAs with an economic price adjustment are anticipated with award to those offerors providing the best value to the Government. Offererors will be evaluated based on price, technical capability and past performance. This action is projected to have one base year from date of award and four option years totaling five years if all option years are fully exercised. The contract value shall not exceed $1,000,000.00 per BPA, with a total for all BPA value of $3,000,000.00. This is a pre-solicitation notice only. Proposals are not being accepted at this time. The solicitation package will be posted to https://www.fbo.gov and available on or about May16, 2014. Proposals will be due on June 16, 2014.
