The Department of Homeland Security, specifically through the FEMA Office of the Chief Component Human Capital Officer, has entered into a firm fixed-price contract with Economic Systems Inc. for the renewal and enhancement of the FedHR Navigator software. This web-based enterprise HR system is critical for automating federal human resources management, integrating processes such as onboarding, recruitment, retirement calculations, personnel actions, performance management, and awards. The system eliminates paper-based workflows and provides real-time reporting and online access for agency managers, employees, and HR staff, while facilitating the transmission of files to the National Finance Center and the electronic official personnel folder. Under solicitation 22-092, the contract is valued at 1,055,619.00 dollars. The procurement was conducted as a limited-sources justification because the software is the proprietary intellectual property of Economic Systems Inc., establishing them as the sole capable source for the renewal. This action serves as a logical follow-on to previous awards to ensure the continued functionality and improvement of FEMA's human capital management infrastructure.
