FEDLINK - Electronic Resources - IT Research Subscription - IT Research

The United States Senate Sergeant at Arms is seeking qualified FEDLINK Electronic Resources vendors to provide an IT research subscription under the Library of Congress Federal Library and Information Network multiple award IDIQ contract, identified by solicitation number 2026-D-025-002. Only vendors already authorized as FEDLINK Electronic Resources providers are eligible to respond, and proposals must be submitted electronically to Holly_McDonald@saa.senate.gov no later than 12:00 Noon ET on Tuesday, May 5, 2026. The requirement is for a commercial, subscription-based IT research and advisory service supporting up to 20 authorized users, delivering expert analysis on strategic and tactical IT planning, enterprise architecture, cybersecurity, artificial intelligence, and broader federal IT best practices via a secure web platform. The services include ongoing access to research reports, best practice templates, analyst consultations, and live webinars, all aligned with federal standards including NIST SP 800-53 Rev 5 and NIST SP 800-171 Rev 2. The award will be made using a best-value trade-off approach where technical capability is weighted more heavily than price, with no formal numerical weights assigned but a clear emphasis on the vendor’s ability to deliver high-quality, unbiased, vendor-neutral advisory content. Contract performance is subject to stringent security and compliance requirements outlined in Attachments H-1, H-2, and H-3, which mandate adherence to Senate cybersecurity standards, commercial agreement terms, and purchase order clauses. All contractor personnel requiring access to Senate facilities or networks must be U.S. citizens or meet eligibility criteria under Public Law 111-117, undergo mandatory background investigations conducted by the U.S. Capitol Police, and complete extensive documentation including fingerprinting, non-disclosure agreements, and security certifications. Background checks must be renewed every six years or upon contract renewal, and any arrest, conviction, or change in work eligibility must be reported within two business days. Key personnel may not be replaced during the first 90 days without written approval, and substitutes must meet or exceed the qualifications of the original. Invoicing must be submitted electronically as a PDF to AP@saa.senate.gov, with payments processed via direct deposit through the Senate Disbursing Office.
