Fence, Remove and Install

The contract solicitation titled “Fence, Remove and Install” with solicitation number 1331L526BarbFence is a total small business set-aside under FAR 19.5 for the replacement of approximately 1,700 acres of existing barbed wire fencing with 7-foot plus 1-foot chain link fencing at Table Mountain in Longmont, Colorado, on behalf of the National Telecommunications and Information Administration’s Institute for Telecommunications Sciences. The scope includes removal of all old fencing, installation of new chain link fence to CDOT Standard Plan M-607-2, replacement of a 16-foot cantilever gate at the west boundary and a 28-foot cantilever gate at the north boundary, installation of two 4-foot walk-through gates, placement of government-provided “NO TRESPASSING” signs, and full site preparation including clearing, grubbing, and debris removal. The project is subject to prevailing wage requirements as outlined in DBA C020260002, and contractors must comply with federal safety protocols, including those from the Safer Federal Workforce Task Force, as well as stringent security screening for all personnel due to the sensitivity of the federal facility. The contract will be awarded as a firm fixed price under a trade-off analysis where technical approach, experience, and past performance are collectively more important than price, each evaluated on a holistic scale of High, Some, or Low Confidence. All responses must be submitted electronically by the revised deadline of July 21, 2026, in accordance with detailed formatting requirements including Arial 11 or Times New Roman 12 font, one-inch margins, and text-searchable PDF or MS Office 2007 formats. Proposals must be divided into two sections: a technical quote of no more than 15 pages, excluding cover letter, table of contents, and key personnel resumes (limited to two pages each), and a separate priced schedule of all deliverables, including removal, installation, gates, signage, and site preparation. Contractors must maintain active registration in SAM, comply with subcontracting limitations under FAR 52.219-14, and provide UEI and CAGE codes. Organizational conflicts of interest must be identified and mitigated, and automobile liability insurance is mandatory.
