The Hawaii Paroling Authority (HPA) is requesting competitive sealed bids from qualified vendors to establish a Statewide price list contract for the purchase and delivery of integrated urine-based 12-panel drug testing kits with fentanyl detection capabilities. The testing kits will support HPA’s Statewide supervision, clinical monitoring, treatment compliance, abstinence verification, early intervention, and relapse detection efforts for supervised individuals under HPA jurisdiction. Proposed products shall meet clinical monitoring standards and demonstrate high analytical sensitivity for the detection of low concentrations of controlled substances, including fentanyl. The solicitation requires integrated 12-panel drug testing kits capable of detecting the following analytes: THC, Buprenorphine, Benzodiazepines, Methadone, Amphetamines, Oxycodone, Opiates, MDMA/Ecstasy, Cocaine, Methamphetamine, Alcohol (EtG), and Fentanyl. Estimated annual usage is approximately 6,000 kits Statewide. Deliveries will be ordered on an as-needed basis and distributed to HPA offices located on Oahu, Hawaiʻi Island, Maui, and Kauaʻi.
