Fiber Jumper Assemblies

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is soliciting Fiber Jumper Assemblies under a combined synopsis and solicitation issued in accordance with FAR Subpart 12.6 as a 100% Small Business Set Aside, restricted to entities meeting the 1,000-employee size standard under NAICS code 335921. The requirement, identified by RFQ number N66604-26-Q-0334, is for Firm Fixed Price delivery of Jumper Assemblies under part number 895886, with an initial quantity of 25 units and optional quantities of 75 units each to be exercised at the Government’s discretion in October 2026, January 2027, and April 2027. All deliveries must be FOB destination NUWCDIVNPT in Newport, Rhode Island, with shipping costs fully incorporated into the unit price. Technical specifications are governed by Government drawings designated as Distribution D and export controlled, accessible only to qualified offerors who hold a valid Joint Certification Program certification and have submitted a completed DD 2345 form. Compliance with MIL-STD-2042C for packaging and marking is required, and each shipment must be accompanied by a Certificate of Compliance (CoC) that includes material validation and certification documentation for all components used. In addition, a DD 250 form must be provided as part of the shipping documentation. The award will be made on a Lowest Price Technically Acceptable basis, with delivery lead time and technical capability serving as mandatory pass/fail gates—failure to meet either results in disqualification. Offerors must have an active SAM registration, provide their CAGE code and SAM Unique Entity ID, and comply with all commercial item representations under FAR 52.212-3, including deviations and supplemental requirements. Cybersecurity compliance is mandatory at CMMC Level 2 (Self), requiring a valid CMMC UID from SPRS and a current NIST SP 800-171 DoD Assessment score on file, no older than three years.
