AI Contract Overview

The United States Army Corps of Engineers Engineering Research and Development Center Construction Engineering Research Laboratory seeks to procure Fiber Optic Gyro Inertial Measurement Units for use on ARGO J8 unmanned ground vehicle systems. The initial requirement is for two units with options to purchase eight additional units. Due to specific technical requirements including a low profile height of less than three inches, high noise and temperature resistance, and the existence of compatible software drivers already developed by TARDEC, the government intends to sole-source this procurement to KVH Industries for the 1775 FOG IMU model. This procurement falls under NAICS code 334511 and is not designated as a small business set aside. While the government intends to move forward with a sole-source award to maintain mission timelines and avoid duplication of effort, interested parties were invited to submit capability statements for review. The process is managed by the contracting office in Champaign, Illinois, with Rhoda A. Lewis serving as the primary point of contact.

Full Description

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure Fiber Optic Gyro Inertial Measurement Units that can be used on existing ARGO J8 unmanned ground vehicle systems. The requirement is for a quantity of two units and includes options for purchase of eight additional units. The 1775 Fiber Optic Gyro Inertial Measurement Unit (FOG IMU), manufactured by KVH Industries, is the most compact high performance IMU designed for highly dynamic challenging applications. The 1775 FOG IMU has a low profile (< 3" height) which is critical for its implementation on the existing ARGO J8 unmanned ground vehicle system. This particular IMU is extremely noise and temperature resistant and does not experience gyro drift. In addition, KVH 1775 FOG IMU is currently utilized by TARDEC Combat Vehicle Robotics and Autonomous Ground Resupply programs. TARDEC has already invested significant time and resource to create the necessary software drivers that enable use of this IMU on unmanned ground systems. Developing a driver for a different IMU would incur unacceptable duplication of effort and would result in severe delays for mission execution. Finally, the KVH 1775 FOG IMU offers the following technical specifications, which in combination are not available through any other vendor's products: - Bias stability, ?0.05/hr, 1? (typical) - Bias vs. Temp. (?1'C/min ), ?0.7/hr, 1? (typical) - Height, <3in. - Angle Random Walk, ?0.012/?hr (?0.7/hr/?Hz ) - Bandwidth, ?1000 Hz - Power Consumption, 5W (typical), 8W (max) Therefore, ERDC-CERL intends to sole-source this requirement to KVH Industries. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 334511 which has a size standard of 1,250 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 25 March 2019 at 12:00PM, Central Standard Time (CST), to: contact@example.gov Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Contracting Office Address: ERDC-CERL, P.O.
