Engineer Research and Development Center (ERDC) - Construction Engineering Research Laboratory (CERL) Annual Commercial Solutions Opening (CSO)

The Engineer Research and Development Center Construction Engineering Research Laboratory is issuing Commercial Solutions Opening W9132T26SC001 to acquire innovative commercial products, services, and technologies. This effort focuses on closing capability gaps and advancing technological capabilities across several broad areas of interest, including materials and structures, installation energy, warfighter engineering, operational energy, training lands and heritage, and sustainment management systems. The solicitation is open on a continuous basis through October 30, 2026, and targets solutions that improve efficiency, sustainability, and operational effectiveness in military and civilian environments. The acquisition follows a two-step process where the government first solicits solution briefs and subsequently issues a Request for Proposal if a solution is selected and funding is available. All resultant contracts will be firm-fixed price and are treated as commercial items under FAR part 12, with potential awards also falling under FAR parts 13, 15, or 35, or through prototype agreements. Evaluation is based on technical innovation, importance to agency programs, and the availability of funds. Interested parties must be registered in the System for Award Management to be eligible for award. Submissions must be made exclusively through the ERDCWERX platform and include a cover letter, a technical volume consisting of a solution brief and pitch deck, and a price volume. An optional five-minute video demonstration may also be provided. For solutions valued over 900,000 dollars, non-small business entities are required to submit a subcontracting plan.
