Air Dominance Broad Agency Announcement (BAA)

The Air Force Research Laboratory (AFRL) Munitions Directorate has issued Broad Agency Announcement (BAA) FA8651-25-S-0001, titled "Air Dominance Broad Agency Announcement," to solicit research and development proposals supporting Air Dominance technologies within 13 specified munitions-related research areas. The evaluation emphasizes technical merit, scientific benefit, risk assessment (technical, cost, schedule), and cost realism, employing a trade-off award process rather than lowest price or technically acceptable methodology. Proposals are adjudicated based on their innovation, feasibility, and transitions potential, while maintaining compliance with FAR and DFARS clauses including electronic invoicing through the Wide Area WorkFlow (WAWF) system. Key deliverables include technical reports, software and hardware outputs with asserted data rights, and periodic progress updates. The place of performance is to be determined within the United States, with the AFRL office located at Eglin AFB, Florida, serving as the administrative hub.
