Fiber optic interrogator system

The solicitation seeks a 4-channel fiber optic interrogator system designed for high-resolution temperature measurements in microfluidic applications, supporting NIST’s microscale measurement science mission. The system must operate within a 1500–1600 nm wavelength range with a 1000 Hz scanning rate, ≤1 pm resolution and stability, and a ~50 ms response time, utilizing FC/APC and LC/APC connectors. It must include software capable of real-time data visualization and integration with MATLAB and Python, running offline on a standalone Windows 11 platform. Deliverables include the hardware, full operations and maintenance manual, and on-site installation and testing at NIST’s Gaithersburg, Maryland facility, with all work due within eight weeks of award. The contract is a firm-fixed price award issued as a total small business set-aside under NAICS code 334516, with size standard of 1,000 employees, and will be awarded on a lowest price, technically acceptable basis. Offerors must maintain active SAM.gov registration with a valid UEI, certify compliance with all applicable federal representations including Buy American, anti-trafficking, equal opportunity, and child labor prohibitions, and comply with NIST’s campus access and operational continuity requirements, including suspension of work during government shutdowns. All invoicing must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform (IPP), superseding prior email methods, and WAWF is not permitted. Packaging and labeling must conform to carrier requirements without additional specifications for preservation, barcoding, or MIL-STD compliance. Acceptance occurs at F.O.B. Destination at NIST’s 100 Bureau Drive location, where the government will inspect and verify full technical compliance with specifications before formal acceptance. The contractor assumes all risk of loss until acceptance and must provide a minimum 12-month warranty. Organizational conflict of interest provisions, whistleblower protections, and prohibitions on gag clauses are strictly enforced, and compliance with all incorporated FAR clauses, including deviations published in January 2026, is mandatory.
