Fiber Splice Trailers

The U.S. Department of Defense, through the 700 CONS/PKB office, is soliciting two new Fiber Splice Trailers under solicitation F3N6046113A001 for delivery to Ramstein Air Base, Germany, in support of one EIS. The trailers must be brand new, with no remanufactured or grey market items accepted, and must include a manufacturer’s warranty explicitly stated in the quotation. Each trailer must meet detailed technical specifications including a 6.0KW NPS gas generator with a 20-gallon fuel tank, a full aluminum frame with torsion axles, ST20575R15 tires with a spare, adjustable coupler, 7-way trailer plug, safety chains, front and rear stabilizer jacks, LED lighting systems, interior climate controls such as a 5200 BTU electric wall heater and hardwired carbon monoxide detector, an eye wash station, dual USB outlets, GFI-protected exterior outlets, and other specified electrical and structural components. The contract is firm-fixed price, with all pricing required to include delivery to Ramstein, Germany, and must be submitted in USD. Shipping must be coordinated through a designated consolidation point and accompanied by a TCN shipping slip, with FOB destination terms applying. Offerors must be currently registered in SAM.gov, provide a valid Unique Entity Identifier and CAGE code, and comply with all applicable Federal Acquisition Regulation clauses including safeguards for covered defense information, prohibitions on covered telecommunications equipment, whistleblower protections, anti-trafficking requirements, and electronic invoicing via Wide Area WorkFlow. Evaluation is based on best value to the government, with compliance on equipment condition and warranty as mandatory pass/fail gates, while price and technical capability are the primary factors considered. Proposals are due by 2:00 PM CEST on July 2, 2026, and the government reserves the right to cancel the solicitation at any time without financial obligation to offerors. All required certifications, including those related to payments to influence federal transactions, recovered materials, and security exclusions, must be submitted with the offer.
