Keysight UXA Signal Analyzer
Solicitation # N6893627Q0010
The Naval Air Warfare Center, Weapons Division, intends to procure one Keysight UXA Signal Analyzer (P/N: N9042B) under solicitation N6893627Q0010. This is a firm fixed price requirement being pursued on an other than full and open competition basis, as a manufacture sole source to Keysight Technologies Inc., though it remains open to authorized distributors. The equipment must include specific technical components such as a Windows 11 IOT LTSC operating system, a 1.0 mm male RF input connector with a low noise amplifier, and various software and hardware options including a 50 GHz preamplifier and a 2 GHz analysis bandwidth. The package also requires a one-year return to Keysight warranty and 12 months of node-locked KeysightCare software support. Delivery is estimated by April 26, 2027, with the destination for inspection and acceptance located at the Naval Air Warfare Center Weapons Division in Point Mugu, California. The contractor is required to adhere to strict item identification and marking standards per MIL-STD-130 and MIL-STD-129, including the use of two-dimensional data matrix symbology for items with a unit acquisition cost of 5,000 dollars or more. All interested vendors must maintain an active registration in the System for Award Management and, if accessing controlled unclassified information, must be certified through Defense Logistics Information Services. Invoicing and payment will be processed electronically via the Wide Area Workflow system.

Full Description

The GSFC Detector Development Laboratory (DDL) has a requirement to acquire a scanning electron microscope with a field emission source. The system is used for high resolution imaging of micro and nanoscale structures built in the detector development laboratory. The system should be suitable for secondary electron and backscatter electron imaging at low accelerating voltages. The FESEM consists of electron optics and detectors, a specimen stage, a vacuum system, and computer control. The equipment is essential for nearly all device fabrication projects in GSFC's Detector System Branch. In particular, the equipment is immediately needed for development for the cosmic microwave background polarization technology, microwave kinetic inductor detectors, far-infrared detectors, large format magnetic calorimeters, and microfluidic components which are important to Goddard's lines of business. No prototypes or one-of-a-kind systems will be considered. The unit must be a production model with at least 10 similar units working in the field.

HYDROSPHERE, BIOSPHERE, & GEOPHYSICS (HBG) SUPPORT SERVICES II - FINAL REQUEST FOR PROPOSAL (FRFP)
Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
