Special Notice N0016419SNC02 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: AD95 Defense Other: Other (Operational Systems Development) NAICS Code: 334413 - Semiconductor and Related Device Manufacturing Response Due Date: 8 July 2019 Request for Solutions: Field Programmable Gate Arrays (FPGA) Integrated Assurance Analysis, Logical & Physical Non-Destructive Verification Tool Development (S2MARTS) 1. PURPOSE This Request for Solutions (RFS) is issued to locate vendors with the ability to develop an Independent Functional Testing (IFT) tool or tools that allow the government to fully exercise all major sub-functions embedded within and test all commercial FPGA features. The tool or tools should IFT generate configuration bitstreams and test for stuck-at faults throughout the FPGA device architecture with maximum coverage reasonably achievable. One tool capable of validation testing of all FPGA product families manufactured by Intel/Altera, Xilinx and MicroSemi is preferred; however, an acceptable alternative is multiple tools capable of validation testing of a specific manufacturer or FPGA product family. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code - 2371b. In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures. 2. BACKGROUND AND SUMMARY 2.1 S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. 2.2 PROJECT OVERVIEW Field Programmable Gate Arrays (FPGA) are utilized in nearly all Department of Defense (DoD) Weapon systems. A significant element of the Trusted and Assured Microelectronics (T&AM) strategy is the ability to ensure trusted FPGA devices. FPGA vendors perform extensive, proprietary functional screening; however, the methods and results are not available to the Government. Therefore, the Government has a need for independent verification testing since none is currently available. Current FPGAs are large (over 1 billion gates), complex, and largely opaque to the end user. The ability of the government to fully test FPGAs will improve security and trust in DoD platforms and enhance mission effectiveness where FPGAs are vital to the overall system capabilities. Please visit the S2MARTS website https://s2marts.org/ to review the full RFS. EVALUATION/REPAIRS
Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
