AI Contract Overview
The Navy Fielded Training Systems Support V (FTSS V) is a firm-fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract managed by the Naval Air Warfare Center Training Systems Division (NAWCTSD). The contract provides comprehensive sustainment and training services for over 900 training systems across 24 weapons platforms for the U.S. Navy and Marine Corps. The scope of work includes contractor operation and maintenance of simulators, instructional services, minor modifications, relocations, technical refreshes, in-service engineering, and spares support. These services are performed across various U.S. installations, including sites in Florida, Virginia, Washington, Nevada, Texas, and North Carolina, to ensure mission-critical training throughput and fleet readiness. A recent modification has increased the total contract ceiling by $1.2 billion, raising it from $1.31 billion to $2.51 billion to account for new platforms, increased training hours, cybersecurity demands, and rising costs. The contract is shared among several awardees, including CAE USA Inc., BGI-Aero Simulation Joint Venture, Valiant Global Defense Services, Delaware Resource Group of Oklahoma, Fidelity Technology Services, FlightSafety Defense Corp, LB&B Associates, Engineering Support Personnel, and LTSS Joint Venture, with the latter two designated as small businesses. The period of performance extends through August 30, 2030, with funds obligated via individual task orders awarded through a trade-off process considering both technical and price factors.
