The United States Coast Guard Surface Forces Logistics Center is seeking quotations for 200 units of a specific fluid filter element, NSN 4330-01-503-3219, intended for use in the FRC potable water system’s reverse osmosis and fresh water flush activated carbon filter. The required filter measures 4.5 inches in diameter and 9.75 inches in length with a 5-micron filtration rating. Acceptable products must be the brand name part or meet the exact physical, functional, and performance standards specified, with the Parker Hannifin Corp. part number 33-0315 and MAX ETW-EF975 considered acceptable. A critical aspect of this procurement is strict adherence to detailed military packaging, marking, and bar-coding requirements per MIL-STD-2073-1E and MIL-STD-129R, respectively, with standard commercial packaging deemed unacceptable and noncompliance leading to rejection and return of goods. Vendors unable to meet these packaging specifications can subcontract the packaging task but must include any additional costs in their quotes. This procurement is issued as a combined synopsis/solicitation under FAR Subpart 12.6, with the NAICS code 333998, and is designated as a Total Small Business Set-Aside (FAR 19.5). The contract will be awarded on a firm-fixed-price, all-or-none basis to the lowest-priced offer that is technically acceptable, with submissions due by January 28, 2026. Vendors must be registered in the System for Award Management (SAM), possess a valid DUNS number, and provide their Tax Identification Number. The solicitation imposes several federal requirements including prohibitions related to inverted domestic corporations, restrictions on subcontractor sales, Buy American Act compliance, and laws against trafficking in persons and child labor. Offerors must include completed FAR 52.212-3 certifications with their quotation. The government will evaluate offers based on conformance to technical requirements and price, maintaining strict controls to ensure statutory and regulatory compliance throughout the procurement process. The point of contact for inquiries is Donna Scandaliato at the Coast Guard’s Norfolk office.
