This contract involves the procurement of a specific fluid filter element used by the United States Coast Guard Surface Forces Logistics Center, with a focus on a Z series synthetic media filter designed for use on FRC cutter boats and associated systems. The required item has an NSN of 4330-01-504-9506, with detailed specifications including a 10-micron size, dirt holding capacity of 108 grams, collapse rating of 150 PSID, Buna N seal material, and dimensions of 4 inches in diameter and 9 inches in length. The vendor must package each filter individually according to strict military standards (MIL-STD-2073-1E), including cushioning, marking, barcoding (ISO/IEC-16388-2007, Code 39), and appropriate labeling to ensure acceptance at the Coast Guard warehouse. The purchase is set for 300 units, with a firm fixed price anticipated, and the award will be based on the lowest price that meets all technical and packaging requirements. The solicitation emphasizes that substitute parts are unacceptable and that only authorized distributors of the original equipment manufacturer, Schroeder Industries LLC, are eligible to supply the filters. The procurement process is a non-competitive sole-source action, with a tight response deadline of December 5, 2025. The contract will incorporate numerous FAR clauses covering compliance with federal statutes, small business considerations, labor standards, supply chain security, and packaging standards. Strict adherence to military packaging, marking, and preservation standards—guided by MIL-STD-2073-1E and MIL-STD-129—is mandatory, including detailed requirements for preservation methods, inspection criteria, and barcoding. Offerors must provide certifications verifying their authorization to distribute genuine OEM parts, include representations regarding socioeconomic status, and submit detailed technical and pricing information via SAM.gov. The contract aims to ensure the delivery of compliant, properly packaged, and authentic filter elements to support Coast Guard operational systems.
