AI Contract Overview
The contract involves the procurement of 200 individually packaged reverse osmosis filter membranes, specifically the Parker Hannifin part number 33-0440, with NSN 4610-01-261-0700, for the U.S. Coast Guard Surface Forces Logistics Center. These membranes are intended for use in 270 WMEC AQUA CHEM RO systems and have a shelf life of 12 to 18 months, with the requirement that shipped items retain at least 90% of their shelf life. The solicitation emphasizes strict packaging and marking standards, requiring individual packaging in accordance with MIL-STD-2073-1E and marking per MIL-STD-129R, with a clear mandate that commercial packaging alone is unacceptable. Delivery is FOB destination to the specified Coast Guard facility in Baltimore, Maryland. The procurement is conducted as a combined synopsis/solicitation under FAR Subpart 12.6, with a total small business set-aside under NAICS code 333998, and will be awarded on a firm-fixed-price basis to the lowest technically acceptable responsible offeror. The solicitation is a streamlined, commercial item acquisition, with no formal request for proposals issued, and emphasizes compliance with numerous FAR clauses covering representations, certifications, and contractual obligations. Offerors must be registered in SAM, possess a valid DUNS number, and submit their quotes by December 5, 2025. The submission must include specific disclosures regarding foreign ownership, inverted domestic corporations, and socioeconomic status, with detailed packaging and marking instructions referencing military standards. The contract incorporates a broad suite of FAR clauses addressing ethics, labor standards, foreign restrictions, domestic sourcing, and cybersecurity, ensuring compliance with federal regulations. While evaluation criteria are not explicitly detailed, the award will be based on the lowest price that meets all technical and packaging requirements, with responsibility assessments and regulatory compliance being key considerations. Overall, the contract underscores the importance of rigorous packaging standards, regulatory adherence, and small business participation in fulfilling the Coast Guard’s operational needs for reverse osmosis membrane filters.
