Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.

The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) plans to issue a Sole Source new work Modification to Lockheed Martin for the Geostationary Extended Observations (GeoXO) Lightning Mapper (LMX) contract. This modification is for delivery of a Lightning Mapper (LM) flight unit and associated services, utilizing existing Geostationary Lightning Mapper (GLM) tested spare subsystem components and subsystem units. In support of NOAA's GeoXO Program, NASA GSFC requires delivery of a flight unit and assocated services to ensure compatibility with spacecraft integration timelines and continuity in national environmental monitoring capabilities and severe weather predictions. LM operational data that will be used by National Oceanic and Atmoshperic Administration (NOAA) and other public and private agencies to produce forecasts of severe weather and to issue warnings for public safety. Required efforts include: Assemble and deliver one LM instrument utilizing existing spare sub-assembly units, including any needed flight software updates Conduct instrument-level environmental testing Execute pre-ship review and delivery of qualified flight hardware by 2030 Provide documentation and data packages in accordance with contract requirements Deliver LM configured for spacecraft integration Support spacecraft-level integration and system testing Participate in pre-launch testing and launch site operations Support launch operations and early on-orbit validation Conduct post-launch calibration to confirm operational performance NASA intends to reuse spare components originally manufactured and qualified by Lockheed Martin. Based on the unique and highly intricate design of the Lightning Mapper instrument, along with required precision manufacturing processes, special test equipment, test fixtures, specialized and skilled workforce, in-depth calibration procedures, and institutional expertise and knowledge required to provide the LM by April 2030, Lockheed Martin is the only qualified vendor that meets the requirements for this procurement. Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
