The Department of Defense, through the National Geospatial-Intelligence Agency (NGA), has issued a solicitation for commercially developed, unclassified geospatial intelligence (GEOINT) analytic products under a total small business set-aside. This requirement aligns with NAICS code 541370 and carries a size standard of $15 million. The solicitation seeks innovative approaches and ideas to enhance GEOINT knowledge and information, with the resultant contract being firm fixed price and lasting twelve months. Proposals were required by June 30, 2016, and submissions were to be sent via email to designated contract specialists within the NGA. The initiative, named TUNDRA, is a pilot project distinct from NGA’s broader commercial GEOINT efforts. Offerors were permitted to submit sample sets focused on a specific area, such as a segment of the freight rail transport system, demonstrating their technical competence without needing to cover the entire system. The government intended to finalize the award on or before September 30, 2016, with all other terms and conditions remaining in effect. The contract's place of performance is Springfield, Virginia, and points of contact include Kelly Ashton as Contract Specialist and Karen L. Eichelberger as Contract Officer. The solicitation documentation was distributed without a formal written solicitation apart from the combined synopsis/solicitation notice.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
