The purpose of this synopsis is to notify interested parties that the DFC Acquisition office anticipates issuing a solicitation for a Personal Services Contractor (PSC) for FTE Financial Analysis Specialists. Work involves performing in-depth financial analyses of new loan proposals to determine a proposed project's ability to maintain debt service and fully repay a loan. Performs financial analysis utilizing available data including financial statements provided by the project sponsors. Creates or modifies sponsor-provided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed DFC financing. Conducts sensitivity analyses to test project assumptions and key economic drivers. Prepares written portions of required credit papers related to financial analysis to be submitted for credit approval. Reviews financial covenants to be included in proposed loan agreements and provides recommendations to senior loan specialists as to the appropriateness. This solicitation is only open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-11, Step 1 through GS-12, Step 10. The Government intends to offer a firm fixed price contract to the individual whose quotes conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 25 September 2020 to 24 September 2021 with four (4) one-year option periods which will be exercised at the Government's need or discretion. The Government may issue more than one award from the solicitation. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applications and quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. A RFQ will be available on Beta.SAM.Gov on or about 13 August 2020. No hardcopies of the solicitation will be issued.
