Financial Audit Services for the BSCC Proposition 64 Cohort 3 Grant

The City of San Bernardino is seeking an independent certified public accounting firm to provide financial audit and grant compliance services for the Board of State and Community Corrections (BSCC) Proposition 64 Public Health and Safety Grant Program, Cohort 3 award. The selected firm will be responsible for reviewing grant transactions, financial reports, supporting records, and internal controls to ensure fiscal integrity and compliance with the BSCC Grant Administration Guide, 2 CFR Part 200, Government Auditing Standards, and California State Controller requirements. The contract is a time and materials agreement with a total compensation limit not to exceed $25,000, covering a 21-month performance period from February 1, 2027, to October 31, 2028. Interested firms must submit a Statement of Qualifications (SOQ) via PlanetBids by October 29, 2026. The evaluation process is competitive and based on technical merit, firm and personnel qualifications, familiarity with the engagement, and cost, rather than price alone. The top three qualified firms may be invited for oral interviews.
