The following list is an illustration of the usual and expected tasks that will be completed or conducted by the accepted proposer. The proposer shall provide all insurance, labor, equipment, and materials necessary to fulfill the outlined duties. Where it says “City” it shall also be implied to include “CURA.” 2.1. On an as-requested basis, Consultant shall provide review and analysis of the feasibility of residential, commercial and/or industrial projects proposed for tax incremental funding in Tax Increment Financing (TIF) Districts (also known as Urban Renewal Districts). Each specification below may or may not be included in each financial project review. Consultant shall: 2.1.1. Review initial materials submitted by a developer; 2.1.2. Review market assumptions used by the developer; 2.1.3. Review project operating revenues and expenditures; 2.1.4. Review project budgets, analyze hard and soft costs, compare to industry standards for construction costs as well as architect, legal and financing fees and other soft costs; 2.1.5. Review financing structure, check for appropriate equity level; 2.1.6. Complete pro forma analysis for return on investment; 2.1.7. Evaluate capacity of the project to take on a City TIF investment as debt versus a grant, or a mixture of both; 2.1.8. Determine overall project feasibility and appropriate level of TIF investment; 2.1.9. Generate a projection of the property tax generation capacity of the project upon completion based on similar/comparable properties; 2.1.10. Review and provide negotiation recommendations to the City relative to the proposed project development agreement; and 2.1.11. Conduct Tax Increment Financing Feasibility Studies and/or Plans and Reports. 2.1.12. City may propose additional specifications on a project-by-project basis. 2.2. Consultant shall assist in the development of TIF Districts at the request of City. 2.3. Consultant shall assist in other related financial consultation services, such as, but not limited to, affordable housing development projects, including through the use of or Construction Excise Tax (CET) funds or federal Home Investment Partnership Program (HOME) funds.
