Supply and Delivery of Fleet Vehicles

The City of Port Moody is soliciting proposals under RFP26-11 for one or more preferred dealers to supply and deliver fleet vehicles ranging from Class 1 through Class 6. The scope includes light-duty and medium-duty vehicles, customized outfitting, and the provision of warranty, non-warranty, and recall repairs and replacement parts. Initial selections will be based on 2027 vehicle offerings, with flexibility for new models and fuel types from 2028 onwards. Additionally, the City may utilize leasing services, including lease-only or lease-with-option-to-purchase arrangements. Proposals must be submitted electronically via the Bidding System by November 26, 2026. The City will evaluate submissions using a standard single-stage process based on criteria in Schedule B and may award contracts to multiple high-ranking proponents. Required documentation includes a digital bid bond for 10 percent of the total proposed price, a valid City of Port Moody business license, and identification of key personnel such as fleet and service managers. Upon invitation to contract, selected vendors must provide a WorkSafeBC clearance letter, an Occupational Health and Safety Acknowledgement Form, and proof of insurance. Deliveries must be freight prepaid, FOB to the City of Port Moody Works Yard, and require at least 48 hours of notice. Vehicles must be delivered clean and complete with all necessary equipment, and the City will perform inspections for compliance against purchase orders before payment is issued. The City does not pay deposits on vehicle orders. All proponents must disclose any potential conflicts of interest and adhere to strict confidentiality requirements regarding City information.
