IAW FAR 5.201 and the Office of Federal Procurement Policy Act (41 U.S.C. 416), the following notice is provided: SPECIAL NOTICE TO SOLE SOURCE The Office of Treasury Procurement Services (OTPS); Programs Support Branch, intends to negotiate a sole-source acquisition with SNL Financial LLC for Financial Institutions Data Subscriptions. The subscriptions shall include: Financial Institution for the United States and Canada, European Banking & Insurance subscriptions, and Banking subscriptions for Asia-Pacific, Latin America, Middle East and Africa. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EST on 31 January 2016. Responses shall be submitted to Ms. Pamela Robinson at pamela.s.robinson@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. A description of online subscription and its overall capability. It is your responsibility to demonstrate how your company's service is capable of meeting the government's need as stated above. The Government will not seek additional information from your company if you fail to provide sufficient evidence. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
