The American Battle Monuments Commission (ABMC) is issuing this combined synopsis/solicitation for Information Technology (IT), Enterprise Resource Planning (ERP), and Business Process Support Services in accordance with FAR Part 12 and FAR Part 13.


This requirement supports ongoing and planned initiatives including:


  • Transition to the Government-wide GO.gov travel system
  • Oracle Federal Financial System (FMS) enhancements and integration 
  • Foreign Service National (FSN) payroll system improvements
  • Enterprise Risk Management (ERM) modernization 
  • Integrated Facilities Management System (IFMS) implementation

For full requirements, see the attached Performance Work Statement (PWS).


The period of performance for this effort will be July 2026 - July 2027, with one additional option year.


The anticipated contract type is Time and Materials (T&M) or Labor Hour. The estimated level of effort is approximately 1400 per year.


GFE shall be provided as needed.


This requirement is subject to the Service Contract Labor Standards statute (formerly SCA) in accordance with FAR Subpart 22.10.  The applicable DOL Wage Determination will be WD No. 2015-4281 (or most current revision); Arlington, VA / Fairfax / Alexandria locality. Offerors shall:


  • Identify which proposed labor categories are SCLS-covered (non-exempt) vs. exempt professional employees.

  • Ensure pricing reflects minimum wage and fringe benefits required by the WD and compliance with FAR 52.222-41.

  • Acknowledge that the WD rates represent minimums, not ceilings and contractors remain responsible for proper labor classification mapping.



Offerors shall submit the following:


1. Technical Quote


  • Technical approach to performing the SOW
  • Relevant experience with federal ERP and financial systems
  • Approach to GO.gov or similar system implementations
  • Key personnel qualifications
  • Any applicable past performance references

2. Price Quote


  • Fully burdened hourly rates
  • Proposed hours by labor category
  • Total evaluated price (base and option)

Award will be made on a best value basis considering the following:


  1. Technical Approach, including but not limited to relevant experience and key personnel qualifications
  2. Past Performance
  3. Price

Technical factors, when combined, are more important than price.



The resulting award will incorporate applicable clauses under FAR Part 12 and FAR Part 13, including but not limited to:


  • FAR 52.212-1 – Instructions to Offerors—Commercial Items
  • FAR 52.212-2 – Evaluation—Commercial Items
  • FAR 52.212-4 – Contract Terms and Conditions—Commercial Items
  • FAR 52.212-5 – Contract Terms and Conditions Required to Implement Statutes or Executive Orders
  • FAR 52.217-8 and 52.217-9 – Option Clauses


Offerors shall submit proposals to the Contracting Officer at nerenga@abmc.gov on or before the due date. The Government may award with or without discussions and request any clarifications as necessary; therefore, offerors are encouraged to submit their best technical and price quote initially.
