Financial Management and Business Support Services


1.0    SYNOPSIS
The Treasury Common Services Center (TCSC) provides shared acquisition and operational support services across the Department of the Treasury (Treasury). As part of this mission, TCSC Acquisition Services supports Treasury-wide procurement reporting, analytics, data quality, and acquisition oversight activities.


The U.S. Department of the Treasury, Office of the Deputy Chief Financial Officer (ODCFO) requires specialized financial analysis, accounting, and business services to support its business operations.  These services will help improve operational efficiencies, systems and data integrity, and support the implementation of new and current agency-wide business initiatives. Responses to this Sources Sought Notice (SSN) will help ODCFO assess the marketplace for contractors capable of delivering the required services.


The contractor shall provide financial management and accounting support services to include technical research of GAAP, OMB, and legislative requirements, accounting and analytical services in areas such as proprietary and budgetary reporting, variance analysis, problem resolution, data reconciliation, abnormal accounting conditions and business process improvements while also helping to maintain robust internal controls that facilitate Treasury’s compliance with applicable laws, regulations, and guidance. The Contractor must provide all management, labor, and supervision necessary to satisfy Performance Work Statement (PWS) requirements.


The Treasury has not determined the acquisition approach. Any results of this SSN will assist the Treasury Departmental Offices and the Departmental Offices & Enterprise Procurement Branch, TCSC – Acquisition Services in determining an acquisition strategy about how to proceed.


This is NOT a formal solicitation or request for proposals, proposal abstracts, or quotes. The purpose of this notice is to obtain information from industry contractors regarding their interest and capabilities in providing Financial Management and Business Support Services.  


The North American Industry Classification System (NAICS) code for this request is 541611 - Administrative Management and General Management Consulting Services.  The small business size is $24.5M by the SBA 2022 Size Standards.  


SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small businesses; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. 2.0 SOURCES SOUGHT REQUIREMENTS
Description of Information Requested
TCSC is requesting information from contractors regarding the contractor’s capabilities in providing the aforementioned required specialized financial analysis, accounting, and business support services. 


Provide company information, to include: 
a.    Company name and address;
b.    Size of company (number of personnel, total revenue, ownership, parent corporation, etc.);
c.    Unique Entity Identifier (UEI);
d.    Point(s) of contact including name, phone number, address, and email; length of time in business;
e.    Geographic presence;
f.    Company experience in providing specialized financial analysis, accounting, and business support services;
g.    Provide any pertinent information that will assist us in this assessment;
h.    Contract Number and value/capacity; and
i.    Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.).


INSTRUCTIONS AND RESPONSE GUIDELINES
Responses to this SSN may be provided through a Capabilities statement which includes the information listed in 2.0 above. This SSN is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal (RFP) or award a contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted.  


Contractor’s responding to this SSN should submit the information necessary for the Government to make a determination that the source is capable of satisfying the Government’s anticipated need. The Government reserves the right to contact individual companies for additional information.  This notice does not obligate the Government to provide acknowledgment or receipt of all responses received resulting from this notice.  Should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this SSN or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
