Financial Project Management Services WASTEWATER SYSTEM IMPROVEMENT PROJECT

The City of Vergennes is soliciting Statements of Qualifications from qualified firms or individuals to provide financial project management, funding administration, and compliance support for the City's wastewater system improvement project. Construction is anticipated to begin in September 2026 and continue through 2028. This program is funded through multiple public financing sources, including USDA Rural Development and the Vermont Clean Water State Revolving Fund (CWSRF). Compensation for the Financial Project Manager will be paid from the City's Sewer Fund operating budget unless otherwise approved by the City and applicable funding agencies. The selected consultant will serve as the City's financial project management advisor and owner-side financial representative. Depending on the final negotiated scope, the consultant may perform assigned financial-administration tasks directly, advise City staff in carrying out those tasks, or provide a combination of direct and advisory services. The consultant will support, but will not replace, the statutory and professional responsibilities of the City Manager, City Treasurer, project engineer, resident project representative (RPR), independent auditor, legal counsel, or funding agencies. The final scope of services will clearly define responsibility for each recurring task and deliverable. The City expects the selected consultant, City staff, and project engineer to coordinate their respective roles so that required work is completed efficiently and duplication of effort is minimized.
