Fine Art Transport and Installation Services

The Department of Foreign Affairs, Trade and Development requires professional fine art technical services to support its Diplomatic Art Collection program, securing a contractor to provide on-demand installation, de-installation, packing, wrapping, handling, and transportation of fine art and departmental assets. The contractor must supply two qualified fine art technicians and one dedicated 20-foot straight body truck equipped with climate control, air ride suspension, a lift gate, packing blankets, tie-down straps, and appropriate fine art protection equipment, operating primarily within the National Capital Region, Southern Ontario, Quebec, and the Maritime Provinces. The contractor must be capable of responding to urgent service requests within 24 hours and be available to perform work during evenings and weekends as needed. Minimum mandatory criteria include at least five years of professional experience in handling fine art for museums, galleries, or cultural institutions, demonstrated expertise in managing fragile and high-value artworks, and the ability to meet all equipment and personnel requirements. The contract has an estimated value of $99,400 CAD inclusive of applicable taxes, with a performance period from June 29, 2026, to March 31, 2030. This procurement utilizes an Advance Contract Award Notice and is not subject to trade agreements due to its value being below applicable thresholds; it is also not set aside for Indigenous businesses or governed by Comprehensive Land Claims Agreements. Ownership of any foreground intellectual property created under the contract will vest with the contractor. Offers must be submitted as a written statement of capabilities by June 19, 2026, at 2:00 PM Eastern Time to the designated point of contact, and failure to meet any of the six pass/fail criteria will result in the award defaulting to a pre-identified supplier unless a competing offer demonstrates full compliance.
