The contractor must support 24/7 emergency response with a two-hour site dispatch requirement and perform programmed modifications to Siemens FireFinder XLS and Cerberus DMS systems, including graphic interface updates. All work requires compliance with manufacturer instructions, industry-recognized quality assurance practices, and Canadian standards, with no relief from liability even after government inspection or acceptance. The contractor is responsible for providing all necessary labor, equipment, and materials, excluding government property, and must maintain an accounting system allowing full transparency of records for audit purposes during normal business hours. Security requirements are stringent and non-negotiable: the contractor must hold a valid SECRET-level Facility Security Clearance from PWGSC’s Contract Security Program and ensure all personnel accessing sensitive areas possess either SECRET or RELIABILITY STATUS clearance; uncleared personnel may enter only under escort. Subcontracts involving security must receive prior written authorization from PWGSC, and compliance with the Contract Security Manual and Security Requirements Checklist is mandatory. Work in secured rooms must be performed with a security guard present, and all employees must adhere to building access registration and restricted access protocols. Payment is made monthly upon submission of accurate, complete invoices supported by time sheets, with all rates in Canadian dollars and excluding relocation expenses. Invoices must include detailed expenditure data, contract references, and financial codes, and are subject to verification and acceptance by the Canadian Space Agency. Non-resident contractors are subject to 15 percent withholding unless a valid CRA waiver is provided. The award basis is lowest evaluated price among technically compliant offers, with mandatory requirements acting as pass/fail gates—any non-compliance results in immediate rejection. The offeror must certify compliance with the Ineligibility and Suspension Policy, provide a list of names for integrity verification, and submit offers separated into technical, financial, and declaration volumes via CPC Connect to PWGSC by the deadline, remaining valid for 180 days. All contracts are subject to termination
