The Training Instructor Operator Services Support II (TRIOSS II) is a 100% small business set-aside, single-award Firm-Fixed Price contract managed by the U.S. Army Contracting Command Orlando. The requirement is to provide continuous, uninterrupted Instructor/Operator support for Medical Simulation Training Centers (MSTCs) across CONUS and OCONUS locations. The contract is structured with a base period and four one-year option periods, with a total duration not to exceed 60 months. The government intends to award the contract in December 2026, with a start date of March 1, 2027. A critical requirement of the contract is the maintenance of a Mandatory Minimum Staffing Baseline (MMSB) of 110 Full-Time Equivalents across 25 locations. Failure to maintain this baseline results in diminished value deductions based on the fully burdened hourly rate of the vacant position. Proposals are due by November 9, 2026, and will be evaluated using a best-value tradeoff methodology. Evaluation factors include a Program Management Plan and Past Performance, both delivered via oral presentations in Orlando, Florida, and the Total Evaluated Price. The Program Management Plan is the most significant factor, and a minimum rating of Acceptable is required for award eligibility. All submissions must be made electronically via DoD SAFE and adhere to strict formatting and file-naming conventions to avoid rejection.
