Fire Alarm, Sprinkler System, Backflow Preventer and Fire Hydrant Inspection Services

Agriculture and Agri-Food Canada is seeking a contractor to perform comprehensive fire protection system inspections at two locations in Saskatoon, Saskatchewan: 107 Science Place and 410 Lowe Road. The scope of work includes monthly inspections of fire alarm systems, quarterly inspections of wet sprinkler systems, semi-annual inspections of dry and pre-action sprinkler systems, annual inspections of backflow preventers, and fire hydrant inspections. The contract is structured around Task Authorizations with individual values up to $45,000, and performance is required on an as-needed basis beginning no later than September 1, 2026, with a fixed term extending to September 1, 2030. Although the contract provides estimated annual material costs of $10,000, all labor rates and unit prices for inspection services remain unspecified, making the total contract value undetermined. The award will be made to the lowest-priced technically acceptable offer, with compliance considered on a pass/fail basis and price as the primary evaluation factor. All work must be performed in accordance with industry-recognized standards and quality practices acceptable to the Government of Canada, and deliveries are governed by Delivery Duty Paid terms, requiring the contractor to assume all transportation and tax obligations up to the site. Contractors must ensure that all personnel have appropriate security clearances, including at minimum Reliability Status, and potentially Confidential, Secret, Top Secret, or SITE ACCESS levels as determined by the Security Requirements Check List. Uns cleared individuals are strictly prohibited from accessing work sites, and no subcontracting involving security-sensitive tasks is permitted without prior written approval. The contractor is required to provide accredited, licensed, and qualified personnel capable of meeting inspection standards and to submit all invoices electronically to the designated AAFC accounts payable email with the correct financial codes. Inspection and acceptance are solely the responsibility of Canada and occur at the worksite; failure to meet required standards may result in rejection of deliverables or contract termination. Offerors must complete certification forms affirming lack of debarment, integrity, and eligibility, and must not have participated in solicitation preparation in a manner that could create a conflict of interest. All proposals must be submitted electronically through the CPC Connect portal by the August 18, 2026 deadline, and contract administration will be managed by AAFC with oversight from a designated Contracting Authority and Project Authority.
