This project consists of a total 100 percent Service-Disabled Veteran-Owned Small Business set-aside for professional architect and engineer design services and construction period services. The objective is to renovate Section A of the first floor of Building 1 at the Edward J. The City of Watervliet is seeking a qualified partner to conduct a comprehensive Fire and EMS station siting and design study, utilizing federal and New York hazard mitigation grant funding. The primary goal is to identify the most suitable property within the city for constructing a new Fire/EMS station that enhances service efficiency, safety, and climate resilience. The current fire station, built in 1969 on the former Erie Canal, faces significant structural issues due to subsidence and is located in an area at extreme flood risk, as identified in the 2022 Albany County Climate Resiliency Plan. The plan recommends relocating the station to a less flood-prone site with appropriate engineered controls, ensuring the safety of personnel and the public while accommodating the department’s growth, which has increased call volume and service scope over the years. The project aims to produce a detailed plan for site selection and station design, with the new facility expected to be approximately 20,000 square feet to meet current operational needs. The contract, valued between $50,000 and $150,000, is set for a one-year term, with bids due by June 27, 2024. The procurement process does not include set-aside goals for minority, women, service-disabled veteran, or disadvantaged business participation. The selected contractor will support the city in addressing critical infrastructure vulnerabilities, improving emergency response capabilities, and ensuring long-term resilience against climate-related hazards.

The City of Watervliet is seeking a partner experienced with Fire/EMS station site location, fire/EMS station design, and building with federal and/or New York hazard mitigation grant funding. The product of the study will be a plan that identifies the best property within the city to locate a new Fire/EMS station. The site named in the plan for a new fire/EMS station will improve Fire/EMS service performance, improve firehouse health and safety conditions for employees and visiting public, and mitigate identified climate related hazards facing the current fire station. A risk assessment detailed in the 2022 Albany County Climate Resiliency Plan (ACCRP) classified the current Watervliet fire station as critical public safety infrastructure at extreme risk due to its location in an area with major flood risk. The study also determined the current fire station built on the former Erie Canal is experiencing subsidence in multiple locations causing structural damage to the building and creating unsafe conditions for firefighters and visitors. A Recommended Action of the ACCRP is to partner with the County to identify a site to relocate the structurally unsound fire station to a less flood risk site. A new fire station will be located on a site with a lower flood risk by a combination of location and engineered controls. The new fire station will meet the needs of the fire department that has grown significantly in both its call volume and services provided to the community since the current fire station was built in 1969. The ACCRP suggests based upon current operations a new fire station should be approximately 20,000 square feet to adequately house current fire department needs.
