FIRE/EMS QUALITY ASSURANCE/ QUALITY IMPROVEMENT (QA/QI) CONSULTING SERVICES

The City of Jal, New Mexico is seeking qualified consultants to develop, implement, and manage a Quality Assurance/Quality Improvement (QA/QI) program for its Fire and Emergency Medical Services (EMS) department, with the goal of elevating service quality, ensuring regulatory compliance, and fostering continuous operational improvement. The scope of work includes designing and overseeing a comprehensive QA/QI framework, conducting data analysis, generating performance reports, providing corrective action guidance, and delivering as-needed on-site training and supervision during emergency responses. The contract is structured for a one-year base term with the option to extend annually for up to four additional years, totaling a potential five-year duration. Proposals must be submitted electronically via the Beacon Bid platform by June 22, 2026, at 2:00 PM Mountain Time, and must include six defined volumes: organizational experience, technical approach, staffing and qualifications, references, a detailed cost proposal, and required appendices such as conflict of interest disclosures and residency preference certifications. Evaluation of proposals will be based on a weighted point system totaling 900 points, with cost proposal carrying the highest weight at 300 points, followed by technical approach and scope understanding at 200 points, organizational experience and staffing qualifications each at 150 points, and references and past performance at 100 points. Award will be made to the offeror presenting the most advantageous proposal, not necessarily the lowest cost, allowing for trade-offs between technical merit and fiscal responsibility. Contractors must comply with New Mexico EMS regulations and HIPAA requirements, maintain professional liability and commercial general liability coverage of $1 million each, and ensure all work products become the exclusive property of the City upon payment. Key personnel must hold appropriate Fire/EMS certifications and cannot replace on-site staffing. All records must be retained for six years post-final payment, and subcontracting requires prior written approval. The City reserves the right to audit, inspect, and accept services, with acceptance criteria including 95% on-time delivery of deliverables, 100% HIPAA compliance, a 48-hour response to QA/QI requests, and a two-hour maximum response time for emergency operational support.
