Raven Rock Mountain Complex has a requirement to replace five (5) fire fighter jackets and five (5) fire fighter pants. Brand Name Justification: Fire Fighter's Gear is tested and approved as a SET (Coat/Pants) - they must be the same brand. If there would be a need to interchange pants or jacket due to weight gain/loss RRMC would adjust the gear by going to the current inventory of over 60 sets of the Globe "Gxtreme" brand. If a pant or jacket is a different brand, this would preclude the fire fighter from interchanging within the inventory and cause an additional expense to the Government. 31177-E Globe "Gxtreme" PBI Bold Matrix Coat with L/Y triple trim - NYC Style, #13P-radio pocket on left ches w/antenna notch towards shoulder, self mic clip above radio pocket & on inside left collar, sunlance holder on right chest with coat snap centered 1" above top strap, D-ring aboe right pocket just off storm flap, dragonhide cuffs and nomex hand & rist guards. Contractor shall do onsite measurements. Quantity: 5 Each 41177-E Globe "Gxtreme" PBI Gold Matrix pants with L/Y triple trim around cuffs, dragonhide knees & cuffs and silizone padded knees. Contractor shall do onsite measurements. Quantity: 5 each

Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)
Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule. Award decisions will be based on Best Value, considering technical merit, cost, and the potential benefits to the Government.
