Fire Sprinkler System Design and Installation for Fire Station 1 and 3

The City of Edinburg is soliciting competitive proposals under RFP 2026-021 for the design, engineering, permitting, and installation of code-compliant automatic fire sprinkler systems at Fire Stations 1 and 3. The scope of work includes a retrofit and expansion for the 18,000 square foot Station 1, involving system audits and hydrostatic testing, and a complete turn-key new installation for the 6,000 square foot Station 3, including all underground utility work and connection to the municipal water line. The contractor is responsible for all permitting and site restoration, including the replacement of ceiling tiles and grids. This project is funded by the Federal Emergency Management Agency (FEMA), requiring strict adherence to 2 CFR Part 200, the Build America, Buy America Act, and the Davis-Bacon Act using wage decision TX20260255. Proposals must be submitted by September 8, 2026, and bidders must maintain an active registration in the System for Awards Management (SAM) with a valid Unique Entity Identifier (UEI). Award selection is based on a points-weighted evaluation focusing on price (50%), team qualifications and experience (20%), past performance evaluations (10%), reference letters (10%), and personnel resumes (5%). A five percent price preference may be granted to local Edinburg vendors. The contract incorporates EJCDC C-700 Standard General Conditions and C-800 Supplementary Conditions. For contracts exceeding 25,000 dollars, a five percent bid guarantee and 100 percent performance and payment bonds are required. All obligations and payments are performable in Hidalgo County, Texas.
