Fire Truck Repair and Maintenance

The contract solicitation W9124C-26-Q-A023 seeks qualified small businesses to provide comprehensive fire truck repair and maintenance services for a Pierce Contender Pumper firefighting apparatus, identified by serial number 4P1CC01AXAA010873, under a Total Small Business Set-Aside as defined by FAR 19.5. The work, to be performed at the contractor’s facility located at 2497 Nazareth Rd, Wellford, SC 29385, encompasses professional automotive body repair, structural fabrication, and industrial refinishing to restore the vehicle to full mission capability in strict compliance with Original Equipment Manufacturer (OEM) specifications. This includes replacing key components such as rub rails, fender crown, two Gortite roll-up doors, rear passenger grab handle, and wheel liner, performing welding and sheet metal repair, refinishing the repaired surfaces to match existing paint code, gloss, and texture, installing military-compliant graphics and striping, and verifying full functionality of associated electrical sensors and lighting. All replacement parts must be new OEM or functional equivalents meeting or exceeding Pierce manufacturing standards. The Contractor is required to operate in accordance with a robust quality control system aligned with FAR 12.208 and adhere to performance standards outlined in the Performance Requirements Summary, with acceptance based on defined Acceptable Quality Levels—such as 100% compliance for rub rail installation. The Government will monitor performance through a Quality Assurance Surveillance Plan and a designated Contracting Officer’s Representative who will inspect work and assist in administration but has no authority to obligate funds or alter contract terms. The Contractor must notify the COR within 24 hours of any performance issue, followed by a written report within 10 days, and submit an Analysis of Quality Control and Timeliness of Submittals within 30 days of completing each task order. Personnel must complete Anti-Terrorism Level I and OPSEC training within 30 days of award, wear mandatory PPE including steel-toed boots, hard hats, long trousers, and short-sleeve shirts during work activities, and comply with all federal and state safety regulations.
